Can you buy hot food with your EBT in California? These are the eligible items
According to Marca, The Electronic Benefit Transfer (EBT) program, also known as the Golden State Advantage Card, allows eligible California residents to access CalFresh benefits. These benefits are designed to assist low-income individuals and families in purchasing food. Operating similarly to a debit card, the EBT card can be used at various approved locations, such as grocery stores, farmers’ markets, and select restaurants.
The Restaurant Meals Program
The EBT card can also be used at restaurants participating in the Restaurant Meals Program (RMP). This program specifically helps individuals who may struggle to prepare meals on their own, including the elderly, homeless, or people with disabilities. This provides greater access to nutritious meals for those in need.
Application and Benefit Timelines
CalFresh benefits are typically provided within 30 days of applying. However, those in urgent need may qualify for expedited assistance, with benefits issued within three days.
Where Can You Use Your EBT Card?
The USDA approves retailers that accept CalFresh, requiring them to offer staple foods. CalFresh is accepted at a variety of locations, including:
- Supermarkets
- Farmers’ markets
- Some flea markets
- Restaurants in the RMP
- Online retailers like Amazon and Walmart
Eligible and Ineligible Items for Purchase
EBT cards can be used to buy various food items, including seeds and plants that produce food. However, certain items are excluded from CalFresh benefits, such as:
- Alcohol
- Tobacco
- Pet food
- Hot prepared meals (outside of approved meal programs)

Online Shopping with EBT
EBT cards offer the convenience of online grocery shopping through platforms like Amazon and Walmart. Participants can choose between delivery or pickup options at participating retailers, making it easier for families to access food without leaving home.
Institutional Use of EBT
Institutions such as rehabilitation centers, shelters, and group living arrangements may apply to use EBT benefits on behalf of their residents. This ensures that individuals in these living conditions still have access to nutritious meals.
Upcoming Automation in 2025
By 2025, the CalSAWS system will automate parts of the EBT program, making it easier for eligible households to access meals through the Restaurant Meals Program.
How the Program Works for Restaurants
Eligibility for CalFresh is automatically verified during transactions, with ineligible clients receiving an error message. Restaurants interested in joining the program must apply through the SNAP Retailer Service Center and install point-of-sale (POS) equipment that processes EBT transactions. Importantly, taxes cannot be applied to meals purchased with CalFresh benefits, though EBT cash purchases may be subject to tax.
